Harvey "Joe Cool" Otto Welkley, age 75, of Rogers, Ark., passed away Sunday, September 11, 2022. He was born December 22nd or 23rd, 1946, in Springdale to Maude Poe and Otto Welkley. Joe grew up in the Springdale area and was known for his comedy shows that he held in the school auditorium on his lunch. He continued to love to make people laugh throughout his life. He joined the Army after high school where he taught in the Vietnam War. He was devoted to serving his country even after being discharged. Later in life he assisted in the growth of the Northwest chapter of Heroes On The Water. He became the longest serving volunteer in this chapter. He went to the events and acted as the safety boat. Joe's passion in life was fishing. He knew the water depth, water temp, and exactly how deep to drop a line in Beaver Lake at any given time. Beaver Lake is where Joe could be found most of the time. Joe had a radio/television show where he shared his experiences and knowledge regarding fishing in his early years called the "Joe Cool Outdoors Show." Joe had a get'er done attitude, and he couldn't fathom that something or anything couldn't be done. If it meant calling senators to tell them what they needed to do then that is exactly what he did. Joe is survived by his daughter, Misti Ellington; and the many beloved friends he called family. He was preceded in death by his parents; and two sisters, Betty Harmon and Sandy Rogers. A memorial visitation will be Wednesday, September 14, from 4-7 p.m. at Westfield Chapel in Springdale. The funeral service will be held Thursday, September 15, at noon with an escort to the graveside services to be held at National Cemetery at 1:30. The family asks that in lieu of flowers a donation be made to Heroes on the Water. Donations can be sent to 21063 Prentice Road, Lincoln, Ark. 72744.
