— 100 YEARS AGO Feb. 28, 1913

PARAGOULD - Secretary C. W. Highfill yesterday received a communication from W. H. Bennett, a farmer residing near Clinton, Iowa, asking for information about Arkansas frogs. Mr. Bennett says he is starting a frog farm and wants to secure some northeast Arkansas frogs to cross with the Iowa products. Secretary Highfill replied that this section of Arkansas is short on frogs since the drainage system has been practically completed and that the sections that were formerly the breeding places for the bullfrog now are fertile fields producing 100 bushels of corn and a bale of cotton to the acre.

50 YEARS AGO Feb. 28, 1963

WASHINGTON - Arkansas was the only state that lost school-age population from 1950 to 1960, a National Education Association report showed today. The report showed Arkansas lost 1.6 percent. The national average was an increase of 42.8 percent. The age bracket involved is 5 to 17. Arkansas lost 3.8 percent of its school population between 1950 and 1960, the report showed.

25 YEARS AGO Feb. 28, 1988 At least 700 people packed the state Capitol’s rotunda Saturday to organize a petition drive for an initiated act on ethics legislation. They raised enough money to pay for petitions. “I want to welcome you all to the meeting on the issue that nobody’s interested in,” said Gov. Bill Clinton, taking a jab at legislators and lobbyists who claimed Arkansans were apathetic about the ethics issue. Clinton called the rally to tell volunteers how to gather valid petitions.

10 YEARS AGO Feb. 28, 2003 A House committee endorsed a bill Thursday that would require public school boards to allow teachers to read or display certain historic documents in classrooms, including writings or phrases that refer to God. The bill, which goes to the House for further consideration, was recommended by the Education Committee amid contentions it would inappropriately inject religion into a secular educational environment and result in the display of documents that endorsed slavery when the practice was legal.
