This 100-year-old humorous essay, written by syndicated "Answer Man" Frederic J. Haskin, appeared in the Jan. 23, 1920, Arkansas Gazette, in Haskin’s usual place on the editorial page. The 18th Amendment and its enforcement law, the Volstead Act, took effect across the nation that Jan. 17.
