— A Rogers police officer was justified in using deadly force in Monday’s shooting of a woman at a local convenience store, according to Benton County Prosecuting Attorney Van Stone.

Stone released a report this afternoon clearing Officer Vence Motsinger in the shooting.

Stone said the Superstop's video showed Fallon Frederick, 30, was armed with a 9-inch buck knife with a 4-inch blade. She called 911 twice requesting officers come to the store and appeared to be hiding from officers before they arrived, according to the report.

Sgt. Scott Clifton repeatedly tried to get Frederick to lay the knife down, the report states. Motsinger and Cpl. Nick Torkelson arrived and continued to try to reason with Frederick who described herself as a paranoid schizophrenic.

Torkelson attempted to use a stun gun on Frederick, to no avail, according to the report. Frederick charged Torkelson and Motsinger and Motsinger fired three rounds from a 9-mm Glock Model 17.
