HOXIE -- Dock Donnelly, who claims to be a lawyer, was whipped, tarred and feathered and told to leave the city by a crowd of about 40 citizens late last night. He left on the next passenger train. Donnelly, it is charged, was an enemy to the government. Four men were whipped and treated to a coat of tar and feathers at Walnut Ridge, north of here, several nights ago.

• The Arkansas Arts Center is facing a financial crisis that has placed its continued operation in a critical threatening position. The Board of Trustees earlier this year was forced to terminate the costly bachelor of fine arts program. For the fiscal year beginning July 1, a budget of $260,000, one third less than the budget for this year, has been proposed. A program costing less would not be substantial enough to keep the doors of the Center open.

TEXARKANA -- A federal judge on Wednesday sentenced former state Rep. Travis Dowd of Texarkana to a month in prison and fined him $3,000 for lying to a federal agency. "I think me being a former official is probably why I got the month in jail," Dowd told reporters after his sentencing. He said he would not appeal his sentence. A jury Jan. 31 convicted Dowd on a charge of lying to the federal Small Business Administration. Prosecutors accused him of lying to the SBA when he told the agency he had an $85,000 offer for his Ashdown (Little River County) insulation business after accepting a $102,500 offer for the same property. The SBA held a mortgage on the property.

• Gov. Mike Beebe toured storm damage Monday as the National Weather Service confirmed that at least nine tornadoes struck the state Friday, continuing a deadly weather pattern that's becoming too familiar for emergency officials. A 10th tornado may have been part of the system that struck Damascus and Greers Ferry, said John Lewis, a senior forecaster for the weather service in North Little Rock. "This is very unusual," Lewis said of the series of storms, tornadoes and floods that have devastated the state at least once a month this year. "The last time we've had any storms like this was in 1982," Lewis said. "Add in the [March 3 and 6] snowstorms and this is a 50-year event type of thing." In Friday's storms, seven died and at least 23 were injured.
