Rogers panel approves housing developments

ROGERS -- A developer got the green light from the Planning Commission on Tuesday to build an apartment complex on South Dodson Road.

Dodson Road Apartments will be 242 one- and two-bedroom apartments on about 20 acres at 1750 S. Dodson Road west of Interstate 49, developer Kirsten Rimes said. Rent prices haven't been established for the apartments, but they will be market-rate.

Rogers Planning Commission on Tuesday tabled a request by Pleasant Crossing Indoor Storage to allow warehousing and storage on 9.76 acres at the southwest corner of South Dixieland Road and West Pleasant Crossing Drive.

More than half of the property will be green space, she said. The apartment complex will include amenities such as a pool, a dog park and a fitness center.

The commission also approved a rezoning from highway commercial to residential multi-family to allow a 128-unit apartment complex for people 55 and older to be built near South Promenade Boulevard and West Walnut Creek Parkway. This is the second time the request has come to the Planning Commission because the City Council denied the rezoning after several members said they were concerned about approving the project, which allows a density of 31 units per acre, without a guarantee it will always be for people 55 and older if sold to someone else in the future.

Hunter Haynes, a representative for Promenade Commons Multifamily, told the Planning Commission on Tuesday the developer is proposing a deed restriction on the property so it would have to continue to be used as a residential property for people 55 and older.

Likewise, the commission approved another rezoning request intended for a development that includes homes for people 55 and older.

The request by Silver Development Co. for The Grove was to rezone more than 28 acres east of Dixieland Road and south of Broadway Place from a mix of highway commercial and residential office to a mix of residential duplex and residential multifamily zoning districts.

The development is to be a gated community including single-family and multi-family housing. Only the multi-family housing will be restricted to people 55 and older, representative Ryan Gill said.

The commission also approved a request to rezone more than 68 acres north and southeast of the intersection of West Pleasant Grove Road and Arkansas 112 from a mix of agricultural, residential single-family and highway commercial to a mix of agricultural, neighborhood residential and highway commercial, for the tenth phase of the Shadow Valley development. Shadow Valley is a community that includes single-family homes and a golf course on the city's west side.

Developer Charles Reaves said the 10th phase of the project, which began in 2001, will solely consist of building more single-family homes that will "vary greatly in size." The rezoning, however, will allow Shadow Valley to start work on its eleventh phase, which will include building a lake and retail space, he said.

All items except for the request by Silver Development Co. passed unanimously with commissioner Tony Noblin absent from the meeting. Commissioner Mark Myers voted against Silver Development's request.
