• "A disgrace to the people of the state of Arkansas and a blot on the face of our boasted Twentieth century civilization," said Federal Judge Jacob Trieber at the meeting of the sixth annual Arkansas Conference for Social Welfare at the old statehouse last night, in discussing the "Abuses of the Arkansas Prison System." "Living conditions at the penitentiary are far better than they are in many Arkansas homes," said Dr. C.W. Garrison, state health officer, in taking up the cudgels for some of the penitentiary officials following Judge Trieber's address.

Jan. 15, 1967

• The Little Rock District of the Army Engineers will begin flooding Lock and Dam No. 1 and Lock No. 2 in the Arkansas Post Canal this week to prepare for connection of the canal with the White River. The canal, about nine miles long, is part of the Arkansas River navigation project and will connect the Arkansas and White Rivers for a shorter route to the Mississippi River in the lower end of the project, south of DeWitt in Arkansas County.

• Matilda Buchanan, a Little Rock Central High School teacher who accused Principal John Hickman in 1991 of egotistical and sexist acts, was relieved of her duties as chairman of the school's English department Jan. 7. Buchanan, Hickman and Little Rock Superintendent Ruth Steele confirmed the change in telephone interviews Tuesday. But all three were reluctant to publicly discuss the reasons for the move or its connection to the letter Buchanan wrote in May 1991 about Hickman.

HOT SPRINGS -- City Manager Kent Myers directed city workers by e-mail Friday to refer all media contacts to either him or the public information officer at the request of a city director identified as Carroll Weatherford. The board will consider implementing a new media policy at its Jan. 22 meeting that, if approved, would require that all media contacts be handled either by Myers or Terry Payne, the city's information officer. "Prior to the Jan. 22 board meeting, if you happen to get contacted by a press member, please contact me and we will make a determination on how to handle their request," Myers said in the e-mail, whose recipients included the police and fire departments.
