Springdale man accused of assaulting kids fit for trial

FAYETTEVILLE -- A Springdale man charged in state court with several counts of sexual assault and sexual indecency with a child suffers from an exhibitionist disorder but is fit to stand trial, according to a court-ordered psychological examination.

Julian Gamboa Rivera, 21, already is serving 50 years without the possibility of parole in a federal prison, to be followed by 25 years of supervised release on one count of production of child pornography and one count of possession of child pornography. The sentencing hearing took place before U.S. District Judge Tim Brooks in U.S. District Court on March 30.

Rivera still faces four counts of second-degree sexual assault and eight counts of sexual indecency with a child in Washington County Circuit Court, according to Chreea Booher, deputy prosecutor.

Arkansas State Hospital doctors found Rivera doesn't suffer from a mental disease or defect and he has the capacity to appreciate the criminality of his conduct and to conform his conduct to the law.

Doctors also diagnosed Rivera with exhibitionist disorder, saying he's "sexually aroused by exposing his genitals to pre-pubescent children and to physically mature individuals."

The Springdale Police Department was contacted in February 2015 by a family member of a girl who told them a Hispanic male tried to kidnap and sexually assault her. The 13-year-old told police a man grabbed her after she got off the school bus. The man put her in a headlock and touched her through her clothing, according to court records.

Springdale police arrested Rivera. Numerous videos on his phone showed him sexually assaulting minors. The youngest was about 5 years old.

Rivera was indicted by a federal grand jury in October. He pleaded guilty in December.

Springdale police said they found more than 30 possible victims connected to Rivera.
