PINE BLUFF -- Although Mayor Simon Bloom declared adopted the ordinance granting a franchise to the Hot Springs, Pine Bluff and Mississippi railroad, when four aldermen voted for it and two against it last night, City Attorney Earl Wood says the ordinance was not adopted because the law provides that a majority of all the members of the council must vote for an ordinance which grants a franchise. Two aldermen were absent.

• Several Arkansas legislators enjoyed five free days of lodging in Mexico at the Cabo San Lucas home of Don Tyson during a recent trip arranged by the head of the Arkansas Poultry Federation. "Yeah, we went down to Mexico and stayed in his place," Sen. Jack Gibson of Dermott said Thursday. "We flew commercial and paid for our own tickets. We went down there fishing, slept in his house and that's about all. We didn't take any Tyson money. I'm not foolish enough to do that."

FORT SMITH -- First lady Laura Bush stopped off in Fort Smith on Tuesday to congratulate a group of sixth-graders for helping senior citizens enroll in the Medicare Part D program. The sixth-graders at St. Boniface Catholic School began using their computer skills to help senior citizens enroll in the program last fall. Since the program began, the 14 students in Mary Jane Corbett's class have helped more than 200 enroll in the prescription drug benefit program. "Congratulations," Mrs. Bush told the students during her visit. "You set a terrific example for sixth-graders around the country." Mrs. Bush visited the school with Education Secretary Margaret Spellings and Arkansas first lady Janet Huckabee, who greeted the White House's 737 jet at the Fort Smith Regional Airport. They met with 13 of the 14-member sixth-grade class, some senior citizens in the St. Boniface parish, Corbett, principal Karen Hollenbeck and Debbie Whitlock from the local Area Agency on Aging.
