Lowell man pleads not guilty to secretly filming in men's bathroom

BENTONVILLE — A Lowell man pleaded not guilty Monday to charges accusing him of secretly recording in a men's bathroom.

Stephen Quincee Walker, 25, is charged with four counts video voyeurism, a Class D felony which is punishable with a prison sentence of up to six years in prison. He entered the plea Monday at his arraignment before Circuit Judge Robin Green.

Walker was arrested April 19 after Lowell police responded to a call from J.B. Hunt concerning video voyeurism complaint, according to a probable cause affidavit.

A man told police he was using the bathroom and noticed a phone pointed from the stall next to him, according to the affidavit. The man identified the person with the phone as "Quincee," the affidavit states.

The man said he confronted Walker, who then apologized and claimed it was a joke, according to court documents. The man reported the incident to his supervisor, who then called police, the affidavit states.

An omnibus hearing is set for 8 a.m. Aug. 1.

It is not Walker’s first brush with the law in connection with similar allegation.

Walker pleaded guilty to misdemeanor video voyeurism under a diversion agreement in 2012. He was sentenced to 365 days in the Benton County Jail with all the time suspended.

Walker is free on $25,000 bond.
