4-year-old killed in Arkansas tractor accident; man charged with manslaughter

Garland County deputies on Sunday arrested a man on manslaughter charges after a 4-year-old was run over and killed by a tractor, according to an agency spokesman.

Deputies responded to the 1900 block of Three Sisters Spring Road in Mountain Pine after the accident was reported about 11:40 a.m. Sunday, according to a Garland County sheriff's office news release.

Stevie Neighbors, 53, told police that the boy was riding on the tractor with him when the front tire went into a hole, throwing the child from the tractor, which then ran over him, the release stated.

The Garland County coroner pronounced the child dead at the scene.

Neighbors was arrested and charged with manslaughter, a Class C felony. In Arkansas, a person commits manslaughter if he "recklessly causes the death of another person."

Neighbors was being held in lieu of a $3,500 bond at the Garland County jail late Sunday night.
