FORT SMITH -- More than $300 in cash has been contributed by Fort Smithians for the relief of the flood sufferers driven to this city. The Relief Committee, consisting of R.C. Coogan, John Kerwin and Joe Ferrari, will resume canvassing tomorrow and by night it is expected the fund will exceed $500. A "bundle" will be given Saturday by the Federation of Women's Clubs.

Feb. 2, 1966

• The State Prison Board today approved a formal set of rules for punishment of inmates by use of the leather strap but determined that 10 lashes shall be the limit, to be administered only by prison officials. The rules, ordered drawn up by U.S. District Court, were released to the press today by the board after it had consulted Atty. Gen. Bruce Bennett. Bennett said that Gov. Faubus had asked him to check the legality of the rules. Bennett told the board that he took a copy of the rules to U.S. District Court Judge J. Smith Henley and quoted Henley as saying that he did not want to be involved in the operation of the penitentiary.

• The North Little Rock Civil Service Commission will investigate whether Police Chief William P. Nolan has run his department effectively over the past year. The inquiry was spurred by both a chancery court lawsuit and a civil service complaint against the chief by 31-year department veteran Lt. Robert Powell, whom Nolan had prohibited from operating a funeral escort service.

• Lt. Gov. Win Rockefeller, who is in Seattle after undergoing a bone-marrow transplant last year, announced through his office in Little Rock Wednesday that he expects to undergo a second one within a month because his first was unsuccessful. Doctors with the Seattle Cancer Care Alliance are trying to determine what has gone awry with the transplant he underwent Oct. 7 at the University of Washington Medical Center, Rockefeller said. His announcement came 12 days after his spokesman, Steve Brawner, said he expected Rockefeller to return to Arkansas in "the not too distant future," whenever his doctors gave the OK. He has been in Seattle since Sept. 12. Brawner said Wednesday that a test in January raised "a red flag" and Rockefeller thought at that time that he still would be able to return home soon.
