• "Singing won't get you out. Not a d-- bit of it, boys." Thus read a part of a message scribbled by "Dummy" Dukes, one of seven prisoners of the Pulaski county jail implicated in an attempted jail delivery Thursday night. "I have worked until I have a blister on my thumb," the note read. "I think if you boys really want your freedom you should do some of the work. Not that I am lazy, but I do not wish to be your goat."

• The Pulaski County School Study Commission unanimously recommended Thursday that all three school districts in the County be merged and that the necessary steps be taken to place both the merger proposal and a uniform tax proposal on the ballot for the 1967 school election. The Commission was created under Act 21 of the second special legislative session in 1965, which required the formation of such bodies in all 75 counties.

• The telephone industry and two state agencies differ on who should pay for a revolutionary system that will provide telephone service to Arkansans with hearing or speech impairments. The telephone companies support a state Public Service Commission proposal that would finance the system by adding a 25-cent monthly surcharge to every telephone bill in the state. But the PSC staff and Attorney General Winston Bryant's office believe it is the responsibility of the telephone companies -- not the consumers -- to pay for the plan.

HOT SPRINGS -- Tens of thousands of Hot Springs Municipal Water customers have not received a water bill due to problems associated with a third-party billing company. "We're using a third-party provider to do the actual printing and mailing of our bills and we've been working with them to get the bill formatted correctly and get the information to them, which will be done electronically," Finance Director Dorethea Yates said. "I wouldn't really call it a problem; I'd call it a challenge. "But it's not so much something ... we're not having trouble reading the data, but once we get it and send it to the company electronically, how it was laid out on the form was taking a little bit longer than I thought it should take."
