NEWPORT -- More than 4,000 residents of Newport and the country surrounding the town are homeless tonight and it is feared they will suffer for food and water before the flood waters of White river subside. The river has stood at 33.8 since noon and although some reports say it is still rising a few miles above here, it is believed the water will begin to fall during the night.

• The Special Committee on Public Education (SCOPE) will meet again at 3 p.m. today at the Union National Bank, apparently with good prospects this time for resolving its conflict over support of a 2-mill tax increase for the Little Rock schools. Dan Phillips, chairman of the Committee, sent a letter to the approximately 60 SCOPE members notifying them of the meeting and urging them to attend.

SEARCY -- A proposed $80,000 "Holiday of Lights" campaign is leaving some White County officials and residents wondering if the money could be better spent. The concept of the campaign is to light up Searcy during the Christmas season. While the Searcy City Council donated $10,000 from its general operating fund toward the project, the Quorum Court on Tuesday voted 7-6 to defer a decision until next month whether to match the city's donation. Justices of the peace opposing the campaign cited such areas as county roads and raises for county employees as being more important than lighting up the city.

• Almost every state, including Arkansas, has seen a growing percentage of overweight residents over the last three years, according to a national report released Tuesday. However, the same report cites Arkansas as a pioneer in policy initiatives that help residents shrink bulging waistlines and lead healthier lives. The advocacy group Trust for America's Health ranked Arkansas 11th in the United States in its rate of adult obesity at 25 percent, using averages of 2002-04 data from the Centers for Disease Control and Prevention. That's about 508,000 people, according to 2003 U.S. Census figures. The state ranked eighth nationwide in its rate of obese and overweight adults at 61.7 percent. That's approximately 1.25 million people, according to the U.S. Census. The report distinguishes between "overweight" and "obese."
