Benton County Planners Hear Liquor Store Plans

BENTONVILLE — Benton County planners on Wednesday began reviewing plans for the Prairie Creek Liquor Store on a site adjacent to the Dollar General Store at 14161 E. Arkansas 12.

The proposal was discussed at the Development Review Committee that hears proposals before the formal submission to the Planning Board.

Benton County’s Planning Board meets on the first and third Wednesdays of each month. The board first reviews proposals during its Technical Advisory Committee sessions before a public hearing when a decision can be made. The Development Review Committee meets on the Wednesday before each regular Planning Board meeting and assists developers in preparing projects for submission to the board.

“This allows developers to sit down at the table with staff and talk about what they need to do,” John Sudduth, general services administrator, said during the meeting.

Timothy Duffy represented the project before the committee, which ran down a list of requirements for the store planned for land currently undeveloped. The planning staff said the plans need to show the parking area design, with driveway entrances, and the proposed traffic flow into and out of the property. The location and type of any exterior lighting also will need to be detailed, as will some type of screening to separate the liquor store from nearby residential areas.

A septic system also will have to be approved for the site and a stormwater permit will be required. Testing the soil for the septic system could take two to three weeks and push the proposal back from the Planning Board’s Oct. 16 meeting, where it would be reviewed by the Board’s Technical Advisory Committee, to the Nov. 2 meeting.

After the proposal is reviewed by the Technical Advisory Committee it will be scheduled for a public hearing before the Planning Board.

The committee reviewed several other proposals, including a mobile home park at 14032 White Oak Lane near Bentonville owned by Betty Mize. The board told Todd Butler, who represented Miz, she will need to comply with environmental regulations as well as the planning regulations since she has been cited several times by environmental enforcement officers.

The board also discussed a proposed bed and breakfast operation from Carol Lund for her residence at 10084 Old Campbell Road. Lund told the committee she wants to use a cabin on the property for the operation. Rinkey Singh, planning division manager, suggested Lund wait until 2014 to pursue the proposal. Singh said the proposed revision of planning and development regulations will allow her to operate her business as a use by right, but current regulations would treat it as a commercial development.
