Two deputies suspended over taped arrest scuffle

HOT SPRINGS - The Garland County sheriff’s office has suspended Sgt. Scott West for two weeks without pay and Cpl. Greg Kellar for four weeks without pay in relation to an arrest in early June.

Kellar was not mentioned in a report released June 21 announcing that West had then been suspended with pay pending an internal investigation of an Arkansas State Police dashboard camera video of an arrest.

The suspensions were related to an incident reported by The Sentinel-Record on June 8 that involved an underage driver arrested on multiple charges after officials said he fought with deputies and a state police trooper trying to take him into custody.

Jordan Shane Hoover, 20, was charged with misdemeanor counts of underage driving while intoxicated, first offense; obstructing governmental operations; and resisting arrest.

His father, Jerry Hoover, 42, was charged with a misdemeanor count of public intoxication and was later released.

At one point, the arresting deputy, Clayton Green, said he had to use his baton to help subdue Jordan Hoover after Hoover attacked him.

Green said in his report thathe struck Jordan Hoover three times in the right side, under his shoulder blade, and eventually took him to the ground and handcuffed him.

After a few minutes, officials helped Jordan Hoover up and were attempting to put him in the back of the police vehicle with his father, but he pulled away, “acting like he was going to flee.” Green leaned him over the hood of the vehicle, and Jordan Hoover “became even more enraged” and started hitting his head on the hood, causing dents, the report said.
