Why this form of government?

Read with interest the recent article in paper explaining different forms of city governments in From: Arkansas.

Siloam Boyce McQuay Springs is only 1 of 3 cities of Siloam Springs 500 cities of Arkansas that have city administrator form of government. Wonder why we are so different or unique that we do this. Siloam Springs once had a mayor form of government. It would be interesting to see why and how it got changed.

The city board hires the city administrator. So guess who he has to make happy to keep his job. It would seem more democratic if all citizens had a vote on the top job, like 497 of the 500 other cities.
