I have no sympathy for this woman, but how can you charge someone with public intoxication when her blood alcohol level is below the legal limit?

im surprised they even tested her..they have not been testing many. Simply arrest them and charge them as drunk per the situation. and when you get to court the judge doesn't have to see any proof you wasn't. this is not america.
