— 100 YEARS AGO Feb. 18, 1913

Senators responsible for the introduction of Senate bill No. 118, which was signed by Governor Robinson yesterday, profess to have no fears concerning the constitutionality of the measure. The bill provides that before a county judge can grant a saloon license, the applicant must present a petition signed by a majority of the white adult residents of the city or township. It was urged in both houses of the legislature that the provision which prevents negroes from signing the petitions is contrary to the constitution of the United States.

50 YEARS AGO Feb. 18, 1963

House parliamentary maneuvers today delayed until Wednesday any further action on a bill that in effect would order Gov. Faubus to use State Police to investigate gambling law violations. Gov. Faubus several weeks ago issued a gambling policy statement interpreted as assurance to gamblers that State police would not interfere in their operations.

25 YEARS AGO Feb. 18, 1988

No Arkansas school district has submitted a management plan to remove or contain asbestos-containing materials in school buildings even though every district in the nation must do so. The Asbestos Hazard Emergency Respond Act, signed into law by President Reagan in October 1986, sets Oct. 12 as the deadline for inspection and submission of management plans. Jimmy Moore, coordinator of the plant services division of the state Education Department, said he has not received a single plan from the 375 or so public and private school districts in the state.

The Arkansas House of Representatives passed a bill that authorizes legislators to appoint two-thirds of the state Board of Education, leaving the governor to name only a third, as legislators dealt with a mix of issues Monday. The House action was contrary to the wishes of Gov. Mike Huckabee, but he gained ground on another front. The Arkansas Senate approved his bill to expand tax breaks for businesses, a part of his economic development package.
