Beam tops out 9/11-site structure

NEW YORK - A final steel beam was lifted Monday atop a new World Trade Center skyscraper - the first expected to open at the site next year since the twin towers were decimated on 9/11.

With gospel superstar BeBe Winans singing “God Bless America,” workers raised their hard hats as the mammoth beam rose slowly into the Manhattan sky.

A U.S. flag attached to the bottom of the beam fluttered above several hundred spectators at the topping-off ceremony for Four World Trade Center.

“This is a very proud moment; it’s full circle,” said nurse Sally Rexach, glancing across the 16-acre site where the uncompleted One World Trade Center in the northwest corner is already New York’s tallest structure.

In the southeast corner facing the 9/11 memorial, the 72-story tower that was topped off Monday is to open for business in the fall of 2013.

Teacher, students arrested in hazing

FONTANA, Calif. - Police said Monday they have arrested a teacher and four students as they investigate allegations of brutal hazing at a summer school in Southern California.

Three boys were attacked in separate incidents in the classroom of masonry teacher Emmanuel Delarosa at A.B. Miller High School, Fontana police Sgt. Robert Morris said. One 18-year-old student - Fernando Salgado - is being investigated over allegations of child cruelty, assault with intent to commit mayhem or rape and attempted sodomy.

Delarosa, 27, may have directed the students to carry out one of the assaults, Morris said.

“They would assault the other kids to basically maintain order in the classroom on their own,” Morris said.

“The teacher at some point became aware of the situation and knew about what was occurring and in one incident may have actually directed them to do it.”

Delarosa was arrested Saturday for investigation of child cruelty and has been placed on administrative leave.

Three other students arrested were minors.

U.S. to use polygraphs to track leaks

WASHINGTON - Polygraph tests used by U.S. intelligence agencies must include a question about unauthorized disclosures of classified information, Director of National Intelligence James Clapper said.

The question is intended to track down leaks, and it will be mandated at agencies from the Central Intelligence Agency and the National Security Agency to the Federal Bureau of Investigation, Clapper said Monday in an e-mailed statement.

Among recent unauthorized disclosures were that the U.S. and Israel created the Stuxnet computer virus that damaged Iran’s nuclear centrifuges, that President Barack Obama personally approves targets for drone attacks, and that a plot by al-Qaida in the Arabian Peninsula to bomb a U.S.-bound airliner was foiled because intelligence officials had infiltrated the terrorist group.

Utilities’ shift to island buyer OK’d

HONOLULU - A Hawaii public utilities agency on Monday approved the transfer of three Lanai utilities to Oracle Corp. Chief Executive Officer Larry Ellison, clearing the way for his purchase of most of the island to close this week.

The seller, billionaire David Murdock’s Castle & Cooke Inc., asked the Hawaii Public Utilities Commission to approve the transfer quickly so the sale could proceed.

The deal will make Ellison owner of 98 percent of the island’s 141 square miles. It’s not exactly clear what the billionaire software magnate plans to do with Lanai, where about 3,200 people live.

The island’s economy is primarily based in tourism, and Ellison is buying both its resorts.

The island’s sale price has not been revealed. Maui County records show the assessed value for all of Lanai’s land is $635.4 million.

In giving its interim approval, the state retained its right to ultimately disapprove of the sale of the three public utilities after a final review.
