Billie "Kay" Harvey

Billie "Kay" Austin Harvey, 73, of Bella Vista, joined the angels in Heaven the morning of January 6, 2021, due to complications caused by COVID-19. She was born April 16, 1947, to Mary Irene Oxford Feast and Glen "Brown" Austin in Best, Arkansas. She was preceded in death by her mother and father; daughter, Kelly Fultz Davis; husband, Billy Ray Fultz; stepmother, Lois Wages Austin; three sisters, Loretta Mae Edwards, Marva Jo Heintz and Wanda Rosemary Johnson; and many other relatives. By her declared faith and love for Jesus Christ, our Savior, we are assured that Kay was reunited in Heaven with her family. Kay leaves behind two daughters, Wendy Fultz Bland and husband, Alan of Rogers, and Sally Fultz Bryant and husband, Garry of Dunnegan, Mo.; two sons, Jimmy Fultz of Gravette, and Brady Fultz and wife, Kristie of Bella Vista; 14 grandchildren; 15 great-grandchildren with two more soon to be born; four sisters, Janice Groves and husband, Mike of Rogers, Debbie DeShields of Bella Vista, Donna Laird and husband, Paul of Rogers and Tonya Austin Howerton and husband, Michael of Rogers; two brothers, Johnny Austin and wife, Shirlene of Rogers and Gary Austin of Palm Coast, Fla. Kay was a licensed optician for Sam's Club 4969 in Bentonville, and previously worked for Boozman-Hof Eye Clinic in Rogers. A formal memorial service will not be held at this time. For those wishing to honor Kay, the family requests that you perform any act of kindness you choose and take a moment to reflect on Kay when you do. If you would prefer to make a donation to a community organization, Kay was an avid supporter of the Northwest Arkansas Women's Shelter and Samaritan Community Center Snackpack Program.
