• I.E. Rosenthal, one of the judges in the North Little Rock school election, May 15, surrendered at the sheriff's office yesterday afternoon after he had heard three indictments were pending against him. Ed Wright, a North Little Rock merchant, accompanied Rosenthal to the sheriff's office and became his bondsman. The bond was fixed at $500 in each case. One indictment charges Rosenthal with having willfully made a false count of the election count in the First ward. Another indictment charges that he fraudulently certified the results of the election in the First ward and in a third indictment he is charged with having committed perjury at a hearing held July 1 in connection with the contest brought by Sid C. Bennett and Charles Ryan.

San Clemente, Cal. -- In a move to rescue from legislative oblivion his most important piece of social legislation, President Nixon agreed Friday to allow a year's "field tests" of the family assistance program before it actually goes into full operation. The welfare reform plan would give every American family a guaranteed minimum income. In a statement released here, Mr. Nixon called on the Senate Finance Committee to report the stalled measure out and give the Senate "a chance to work its will on this issue and this bill." The House passed this measure, which would substantially revise the entire welfare system, April 16. In exchange, the president said, he would accept an amendment to the bill offered by Senator Abraham Ribicoff (Dem., Ct.), a key member of the finance committee. Under Ribicoff's amendment, the welfare revisions would be enacted but would provide for 12 months of "field testing" in several areas of the country selected by the Health, Education and Welfare Department. Arkansas reportedly would be one of the test areas.

• A defiant Gov. Jim Guy Tucker vowed Monday to spend "every dime of resources that I have" to fight a second round of charges brought by the Whitewater grand jury. The governor made the promise after his arraignment on 11 felony counts in a federal courtroom at Little Rock. Flanked by two of his attorneys, W.H. "Buddy" Sutton of Little Rock and George Collins of Chicago, Tucker denied he committed fraud and the other crimes of which he has been accused.

• People, some from across the country, packed the Robinson Center in Little Rock on Saturday, their $25 ticket stubs in their purses and pockets, and for what? "Vedder," said Marshall Hines of Conway. "We've been interested in this case for 17 years, but yeah, Vedder." Vedder is Eddie Vedder, icon of grunge rock in the 1990s and front man for Pearl Jam. The case is that of the trio of convicted murderers known as the West Memphis Three. The scene was the Voices for Justice concert put on by Arkansas Take Action, a group advocating for the overturning of those convictions.
