• While Little Rock typically relies heavily on developers to build new roads in and around subdivisions, the capital city is considering a unique swap to ease the future construction of a connector in west Little Rock. La Marche Drive is on the city's master street plan to eventually provide drivers another connection from Chenal Parkway to west Taylor Loop Road, where a new elementary school is being built. Taylor Loop Road also intersects with Arkansas 10. ... In 2000, planning commissioners gave Valley Falls Estates developer Rick Ferguson a five-year deferral in building the stretch because it didn't serve his subdivision or property owners on the east side of the planned road. City officials also wanted to prevent the dead-end drive from becoming a hangout spot or illegal dump. That deferral expired four years ago and went unnoticed until recently, city planners said.
