Soto-Ramos returned to face murder charge

FAYETTEVILLE -- A man is back to face a murder charge related to a Springdale shooting after he was arrested in Indiana while fleeing.

Franklin Soto-Ramos, 21, of Lowell was arrested in connection with one count each of capital murder and attempted capital murder. Arraignment is set for July 24 in Washington County Circuit Court.

Officers were flagged down at a Kum & Go, 1260 E. Robinson Ave., just after 3 a.m. June 22 and were told there was a shooting at the neighboring McDonald's, according to a news release from Springdale police.

Police said Carlos Alexander Ascencio, 18, died in the shooting. Police didn't release Ascencio's home address.

Juan Carlos Bahena-Garcia, 20, was injured in the shooting.

Ascencio was pronounced dead at the scene, while Bahena-Garcia was taken to a hospital.

Soto-Ramos was arrested at 2:15 p.m. June 22 outside of Indianapolis, according to Springdale police. Police said Soto-Ramos was arrested with the help of the Illinois State Police; Indiana State Police; the Terra Haute, Ind., Police Department; and the Indianapolis Police Department.

Soto-Ramos was booked into the Washington County Detention Center on Friday night. He has no bond set.

Capital murder, if convicted, is punishable by either life in prison with no possibility of parole or the death penalty. Prosecutors have not made a decision on whether they will pursue the death penalty.
