Emanuel Banks, assistant chief engineer for operations with the Arkansas Highway and Transportation Department, announces a $78.8 million project to rehabilitate seven miles of Interstate 540 from Interstate 40 in Crawford County to Arkansas 22 in Fort Smith. Banks said it’s the largest contract the highway department has let in its 100-year history.
