HELENA -- G. W. Yancey, former member of the legislature and a resident of the lower Big Creek section of the county, was given the limit of $300 fine and six months in jail in the Municipal Court here this afternoon on a charge of disturbing the peace. Yancey was arrested last week and placed under bond on a warrant, which was sworn out after he had made a speech criticising the members of the Speakers' Division, who were sent to Brown & Williams' store to talk at the Red Cross meeting last Tuesday.

• The General Assembly's failure to approve tax increases threatens both the teacher salary and welfare increases, Governor Rockefeller said Monday. The Education Department will be challenged to provide teachers with the promised $500 average annual increase, he said, and added that the prospects are bleak for the average $5-a-month increase in welfare grants. The governor met with newsmen after the house voted down his tobacco tax package and said the failure of the legislature to pass any of the tax increases he recommended would mean reduced services in many areas.

VARNER -- An ombudsman has been hired by PHP HealthCare Corp. to handle inmate complaints about health care in the Arkansas Department of Correction, and the department staff has been authorized to study hiring another ombudsman for its office. Tommie McGarrity of Pine Bluff has been hired to be PHP's ombudsman, members of the state Board of Correction were told. "I definitely think we need the same type position in the department, and I've been saying that for years," said Dr. Max Mobley, the department's assistant director for medical services.

• A bride and a groom were recovering Tuesday in a Little Rock hospital after a man shot and seriously wounded them moments after their outdoor wedding at Piney Creek in rural Pope County, authorities said. Two other people also were wounded and remained at St. Mary's Regional Medical Center in Russellville, Pope County sheriff's Lt. Aaron DuVall said. "The motive behind this shooting is still uncertain," DuVall said. He said the worst injured were the bride and the groom, and their conditions had been upgraded to fair.
