FORT SMITH -- Will Hogan, negro, surrendered to the police today, confessing that he killed Tom Crawford, another negro, in a saloon here in December 1905. Hogan had been a fugitive since the killing, but police say he had never been suspected of the killing. Crawford was struck on the head with a brick while standing at the bar of the saloon. No one saw the thrower, but another negro was suspected. Crawford died soon after he was removed to his home. Hogan told the police that throughout his 13 years of dodging the law he never spent a peaceful night.

• County Judge Arch Campbell said Wednesday he overestimated the rain and flood damage to county roads last week. He said repairs would cost between $50,000 and $60,000 instead of his original figure of $200,000. He said a more detailed inspection of the roads showed that the damage was less than he first thought it was. Judge Campbell said he met with Civil Defense representatives Wednesday to request federal aid in making road repairs. The damage consisted mainly of shoulders washing away and asphalt chipping off because of the rains.

• More than a year has passed and Harvey Hargrove of Hot Springs still firmly believes there is no way that his son, Army Sgt. William Ray Hargrove, 30, killed himself while stationed in South Korea. Hargrove was among members of 14 families who traveled last week to Washington to meet privately with a congressional committee examining military suicides and the armed forces' ability to investigate them. Besides meeting with members of the House Armed Services subcommittee on investigations and oversight, Hargrove said, he met with several congressional staff members and other families trying to find out exactly what happened to their sons and daughters.

• William Whisenhunt didn't deserve to be shot to death outside Joubert's Bar last October, but he wasn't completely without fault. That was the conclusion of the Arkansas Crime Victims Reparations Board when it decided at an appeal hearing Thursday to award Whisenhunt's mother 90 percent of the money for funeral expenses she had requested. Whisenhunt, a 30-year-old lineman for Memphis Light, Gas and Water Division, was killed early Oct. 28 after getting into an argument with two black men at the bar.
