JP runoff’s winner has no GOP foe

The winner of a runoff election Tuesday for the District 10 seat on the Pulaski County Quorum Court will be the presumptive winner of the November election.

Whether the Rev. Robert Green Sr., the incumbent, or challenger Barry Jefferson wins, there is no Republican opponent in November. Green and Jefferson are Democrats.

Jefferson, 42, is director of environment service at the Arkansas Heart Hospital. He lives in Jacksonville.

Green, 57, who was first elected to the Quorum Court in 1997, lives in North Little Rock. He is associate minister at Unity Missionary Baptist Church.

The Quorum Court, the government body that controls Pulaski County’s $145 million budget, has 15 members. They serve two-year terms. Each member is paid a stipend for attending meetings. That amount is capped at $14,131 annually, though most members earned $12,600 last year for attending the 24 scheduled meetings.

The District 10 region encompasses downtown North Little Rock and extends east to the county line, bordered by U.S. 67 to the north and U.S. 70 to the south.
