• Frank Esry liked boats and fishing. His hobbies went with his job -- Esry oversaw water inspectors for the Arkansas Department of Environmental Quality. Esry recently bought a new boat and was taking it for a test run Monday when authorities believe the vessel's steering malfunctioned and he fell into the Arkansas River. The Arkansas Game and Fish Commission identified Esry on Tuesday as the missing boater they'd been looking for since Monday afternoon when an employee at Dillard's headquarters called police to say he saw a boat running in circles on the river.
