FORT SMITH -- Because the city primary set for November 13 for electing a mayor, is a nonpartisan affair, Fort Smith women who have paid their poll taxes will not be permitted to vote. The law provides that "when requested by the judges she will make oath that she is of the same political faith of the party holding said primary election, and that she will give her moral support to all nominees of said political party."

Oct. 30, 1967

OZARK -- Billy Jack Walker, 18, of the Etna community (Franklin County) was shot to death Sunday while he and a girl were playing with an automatic rifle they thought was unloaded. Authorities said Walker and Janie Brown, 15, were playing with the rifle at the home of the girl's mother, Mrs. Modene Brown. The girl pointed the rifle at him and it went off and shot him in the heart, they said. Franklin County Deputy Coroner T.C. Dangers ruled the shooting accidental.

• Daniel Toric, 8, was overjoyed Thursday after the woman he said caused his leg to be amputated was convicted of abuse in a retrial and sentenced to 30 years in prison. Frances Maudine Watson, 44, of Little Rock was convicted of first-degree battery on the second day of her Pulaski County Circuit Court trial in the abuse of Daniel, then 6. Outside the courtroom after the sentencing, Watson denied that she put Daniel's left leg in scalding water in September 1990 to punish him. She said Daniel was forced to say that.

• Little Rock Police have made an arrest in the shooting death Sunday of a Memphis man outside a Little Rock bar. Louis Ricardo Butler, 28, of 12620 Valleywood Drive, was arrested and charged with capital murder around 1:30 p.m. Monday. Butler is accused of shooting William Whisenhunt, 30, outside Joubert's Bar, 7303 W. 12th St., just after midnight after an argument with two men in the tavern's parking lot. Butler got into his vehicle after the argument and fired numerous times at Whisenhunt, who was struck once in the chest, according to police reports.
