County overhauls personnel manual

TEXARKANA -- A revised Miller County personnel policy manual was recently approved by the Quorum Court for county employees.

The manual includes policies on vacations, paydays, attendance and emails.

"Users should take note that county business generated on email is a public record, subject to public inspection and is not confidential, unless specifically cited by statute," the policy says. "When an email message is public record, it shall be retained in accordance with state statutes. Email messages of only transitory value need not be saved."

The justices of the peace adopted the manual, which will go into effect Jan. 1.

A copy of the 35-page document has been filed in the Miller County clerk's office.

"We used the personnel policy of Saline County as a guideline and modified it. We went line by line and reworked the manual," said Justice of the Peace Andy LaGrone, chairman of the personnel policy committee.

"It is a good policy and will benefit Miller County employees. The old policy was vague and outdated, and now it should serve them and the public for years," LaGrone said.

Other justices of the peace on the committee include Vice Chairman Carl Standridge, Rodney Watkins, Thornton Mitchell and Charles Nettles.
