FORT SMITH -- The District Board for Western Arkansas today granted discharges to 29 men now in the National Army at Camp Pike, Little Rock. This includes four persons whose claim for discharge was denied by their local boards. In a majority of cases the discharge was granted on the grounds of dependency. The District Board in 18 cases declined to grant discharges. The District Board concurred in the recommendation of the Sevier county local board for a discharge for M. J. Mermillion. He had arranged for his wife to live with his parents. On the day he entrained to report to Camp Pike he received a telegram announcing the death of his mother.

Nov. 4, 1967

• A Little Rock Negro man charged this week that he was struck and cursed by a State Police trooper for failing to call the trooper "sir," when the officer, R.L. Howard, questioned him about a minor traffic mishap. Howard denied the charges. By Otis Dunhoo's account, "No. 11 [Howard] began questioning me, and when I answered 'no' to one of his questions, that apparently made him angry, and with that, he struck me up aside my head, knocking my hat off to the ground. I asked him why did he hit me. He said, 'You should respect an officer, you black S O B ."

• The moment Gov. Bill Clinton wanted for his entire adult life came Tuesday night, and in an emotional speech at the Old State House, Clinton thanked his friends and supporters for helping elect him to the presidency. "My fellow Americans, on this day, with high hopes and brave hearts, in massive numbers, the American people have voted to make a new beginning," the governor told tens of thousands of people who crowded into the area in front of the Old State House to hear the speech, which came about 11:25 p.m. Tuesday.

• Little Rock's tourism agency is considering whether to build a Starbucks store in the city's downtown Statehouse Convention Center. Under a pending agreement, the Peabody Little Rock hotel would run the coffee shop after the Little Rock Convention and Visitors Bureau pays to outfit the eastern end of the city-owned convention space at Scott and Markham streets. Bureau officials note other city convention centers already feature Starbucks and say the popular shop's presence at their own site would boost efforts to land large conferences.
