• An urgent warning to Southern farmers to order their fertilizer early is contained in a letter written to the Arkansas Profitable Farming Bureau of the Little Rock Board of Commerce by D. C. Welty, agricultural commissioner of the Iron Mountain railroad. He calls attention to the present car shortage, which is likely to be aggravated by Germany's submarine campaign. Mr. Welty says that if the farmer waits to order his fertilizer until he really needs it, he is likely to find that he cannot get it.

• An Ashley County car dealership owes the state $60,960 in back sales taxes, the Arkansas Supreme Court ruled Monday. The state Department of Finance and Administration filed suit against Couey Chrysler Plymouth Inc. in 1988, contending the company owed $60,960 in unpaid sales taxes, penalties and interest. The car dealership responded with a lawsuit in Ashley County Chancery Court alleging illegal taxation. The judge found in 1988 that the car buyers -- not the dealer -- were responsible for the sales taxes.

BENTON -- Curtis McCormack sees a proposed city park on the west bank of the Saline River as an economic catalyst for the region. "The whole area out there will explode" with new businesses and homes, says McCormack, director of the Benton Parks and Recreation Department. To hear him tell it, the park would draw thousands to the area as the city expands westward through annexation. The Benton City Council approved an ordinance Monday night, on an 8-2 vote, setting a special election on the park plan for April 10. The kicker is voters must agree to pay more in sales and use taxes to build, maintain and operate the $26.5 million development along the river south of Interstate 30.
