Ricky Carter, 27, of Logan County was arrested in connection with first degree murder and arson Friday, according to an Arkansas State Police press release.

Officers were called to a loud noise complaint around South Elm Street in Paris city limits Thursday. When they arrived at 1704 South Elm St. they saw the residence on fire and Carter, who was staying at the house, carrying out four minor children. A Paris police officer entered the building and assisted Carter. Three children were uninjured and one, a two-year-old child, was transported to a local hospital.

The child was later pronounced dead. The body has been transported to the Arkansas State Crime Lab to determine cause of death, according to the press release.

Carter is being held at the Logan County Detention Center.

The investigation into the child's death is ongoing.
