• Every time a Traveler pitcher wins a couple of games, somebody bobs up with a claim on him. Senor Emilio Palmero has been showing considerable class since joining the Little Rock club and the inevitable has happened -- the senor is wanted elsewhere. He is wanted by his Uncle Sam for service in the new army that is to lick the autocracy out of Germany. The chances are that our venerable uncle will be disappointed, for Emilio is not a citizen of the United States.

• Three University of Arkansas faculty members started field work this week on the nation's first project to find out how cities can make themselves more beautiful through local codes and ordinances. William S. Bonner, head of the U of A City Planning Division and administrator of the project, said it is being financed by a $41,850 grant from the federal Department of Housing and Urban Development. The three cities to be used in the pilot study are Rogers, Overland Park, Kan., and Springfield, Mo.

• Up to 150 children may ride safer thanks to a Pulaski County program that makes child safety seats available to families at minimal cost. County Judge Buddy Villines announced the program at the county's Central Health Unit. With a grant from the state Highway and Transportation Department, the state Health Department awarded the county 150 car seats to be leased. Recipients will pay a $3 deposit and a $10 yearly fee. Sponsors are being sought for those who cannot afford the deposit or lease. The seats will be distributed by the Central Pulaski, North Little Rock and Jacksonville health units.

• Two agencies are teaming up to promote public transit and combat air pollution by offering free bus rides. Fares will still be charged on paratransit buses and River Rail streetcars. "When we reduce the number of vehicles on the roads, we reduce the number of pollutants in the air," Metroplan Executive Director Jim McKenzie said in a statement. Ozone Action Days Steering Committee and Central Arkansas Transit Authority organized Thursday's "Ride the Bus to Work Free Day. "The committee -- made up of air-quality experts, environmentalists and meteorologists -- annually forecasts and reports ozone levels in central Arkansas.
