Hitherto, although the statutory requirement has been that property shall be assessed at full value, actual assessments have ranged from 25 to 70 per cent, the majority of counties, however, assessing at about 50 per cent.

• More than two years ago, a single-engine aircraft was seen circling midday over the state's most populous city before it disappeared from radar, presumably into a swirling, murky Arkansas River. It's never been found. "That's incredible," said state Sen. Dave Bisbee, R-Rogers, who flew his Bonanza into Little Rock National Airport, Adams Field, minutes before the Cessna 182 was supposed to land on Jan. 10, 2005. "That's a pretty good hunk of metal down there." The popular high-performance personal aircraft crashed in the afternoon -- a testament to the power of the dark, fast-moving river in an age of Global Positioning System satellites and advanced rescue and recovery equipment and personnel.
