Aug. 28, 1916

• Little Rock's new system of "safety zones" on Main street in the downtown districts, provided for in ordinance No. 2341, recently adopted by the City Council, went into effect at 10 o'clock Monday morning, marking a departure in the method of handling traffic in the congested portion of the city. After that hour, for the first time in the history of the city, "jay-walking" was a fineable offense, and automobiles were permitted to pass standing street cars.

Aug. 28, 1966

• The Little Rock Planning Commission will be asked at 3 p.m. Thursday to rezone 9000 Rodney Parham Road from A one-family to D apartment. The property has been before the Commission three times and each time the rezoning has been denied. It is anticipated that the latest request will meet heavy opposition. A.S. Rosen is the trustee of the property and plans are to build apartments there immediately. A request to rezone the property to D apartment was made April 3, 1963, and was denied.

• A Pulaski County Circuit Court criminal trial halted abruptly Tuesday seconds before attorneys were to make opening statements when a juror told the judge she couldn't understand what was being said. That revelation eventually led to a mistrial for Bobby Dale Williams, 32, of Little Rock, who is accused of attempted capital murder and aggravated robbery. His trial was reset for Thursday. The juror, an Asian-American who said she has lived in the United States 7½ years, told Circuit Judge John Langston that the attorneys talked too fast and she didn't understand some of the words used.

• Como se dice "library" en Espanol? To learn the answer to that question, a team of Arkansas librarians will head to Seattle this fall to a workshop that trip organizers hope will teach them how to market their services to the Natural State's exploding Hispanic population. In October, four librarians from Fort Smith, Malvern, Little Rock and Wynne will attend a five-day Spanish-language outreach training course taught by WebJunction, an online community for librarians. During the course, they'll learn how to train other librarians in a series of workshops around Arkansas. The Arkansas State Library, which organized funding for the Seattle trip, hopes the knowledge will reach as many as 180 Arkansas librarians, clerks and aides by the end of 2007.
