Khat is a shrub cultivated in the Middle East and Africa. Its leaves and buds are stimulants when chewed or used as tea. Khat isn't legal in the U.S., according to the National Drug Intelligence Center, a component of the U.S. Department of Justice.

The trooper stopped Hafeed and Zindanti because of a license plate violation, according to the report. The men gave conflicting stories and appeared nervous, according to the report. They consented to a search of the vehicle, according to the report.

The case was turned over to an agent with Homeland Security Investigations, according to the report.

The men were at the Washington County Detention Center with no bonds Wednesday.
