HOT SPRINGS -- Ten thousand fun-seeking visitors thronged this city today in perhaps the greatest celebration ever staged here. It was the occasion of the opening of the Little Rock-Hot Springs highway, and the line of the Memphis, Dallas and Gulf railroad to Texarkana, and every possible attraction was provided the crowds that came by motor, mule, walked or rode the excursion train over the new railroad.

March 28, 1965

• The $100,000 water recreation facility that the Army Engineers has in mind along the Arkansas River in Burns Park is causing some construction headaches, but the Parks and Recreation Commission thinks the potential worth of the public-use area will be worth the inconvenience it is going to cause. The Commission was told last week that the planned boat-launching and picnic area would disrupt the revamping of the park's golf course.

• To avoid asking the Little Rock Board of Directors for permission to charge a $1 admission fee to Riverfest this year, festival and city administrators worked out an agreement recently. Board approval would have been necessary to permit Riverfest Inc., a private nonprofit group, to charge admission to a public park, City Manager Tom Dalton said. Instead, the city once a co-sponsor of the event, has agreed to lease Riverfront Park as the festival location to Riverfest for the three-day, Memorial Day weekend. That gives festival organizers the authority to set an entrance fee, Dalton said.

BELLA VISTA -- Benton County officials say that if Bella Vista incorporates, the county would lose millions in tax revenue each year, forcing residents to pay more taxes and officials to cut services. "You might lose some personnel in the assessor's or collections offices," said Burton Schindler, a justice of the peace from Bella Vista. "You might be standing in lines longer, and already those are sometimes out the door." After a bill passed the Legislature last week offering an alternative to the existing method of incorporation, local and state officials say a city of Bella Vista is increasingly possible, as is a poorer Benton County.
