DeLaughter and W. L. Britt near Boughton, in the eastern portion where four barbed wires were built to comply with the new law.

• Little Rock police will carry a small black flag mounted on the left front of each squad car for 24 hours after any traffic fatality in the city. The black flag program was announced Monday by Police Chief R. E. Brians and Melvin White, executive director of the Citizens Traffic Safety Commission, whose two groups are sponsoring it. At the beginning of the next police shift, after a traffic fatality the 10 by 12 inch black flags will be mounted on the 23 squad cars. This, Brians and White hope, will draw attention to safety and the "deathless days" campaign.

• From higher ticket prices to a revamped security perimeter, Riverfest organizers are planning a host of changes for this year's annual Memorial Day weekend celebration. Planning is still under way for the annual music festival, to be held May 27-29 in downtown Little Rock and North Little Rock, but some details have already emerged about the three-day event. Although the full lineup hasn't been announced, Riverfest Executive Director DeAnna Shannon said the festival will include legendary bluesman B.B. King, country singer Joe Nichols and rock band REO Speedwagon. "B.B. King is an icon, and we're proud to have him here," Shannon said Tuesday. "We're looking forward to this year. ... It's going to be a fantastic lineup."
