Police arrested one man and were seeking two others in a shooting at a Little Rock apartment complex Friday morning.

Officers responded about 10 a.m. to Fair Park Gardens at 1100 Fair Park Blvd., south of West 11th St. They found Tevin Mills, 19, lying on the ground outside Apartment 44. He had been shot in the upper chest, left shoulder and left leg.

Mills was taken to CHI St. Vincent Infirmary for treatment. His condition was unknown.

Residents of the complex told investigators they heard eight to 10 gunshots and saw two men get into a Ford Expedition and speed away, according to a police report. Police recovered several shell casings on a walkway outside the residence.

Lazano English, 32, told police he was inside the apartment when the shooting occurred, according to the report.

"Everything went bad" when Mills opened the front door, English said, adding that he jumped out of a window to escape the gunfire.

Further circumstances of the shooting were unclear.

Police later pulled over a Ford Expedition at 2500 S. State St. They arrested the driver, 22-year-old Dakota Johnson. The vehicle, registered to Ruben Fields of North Little Rock, was impounded as evidence, according to the police report.

Officers reported seeing two occupants of the vehicle flee on foot before the traffic stop. Police searched the area but made no additional arrests.

Police reported that Johnson of 3401 Fair Park Blvd. would be charged with first-degree battery, committing a terroristic act and first-degree criminal mischief. He was being held at the Pulaski County jail late Friday on a charge of failure to appear.

Friday marked the second time in nine months that Mills has been shot. Police reported that he was shot in the leg April 12 in an attempted robbery at West 14th and Elm streets.

Mills told investigators he had been walking down the street when two men drove up on a moped and tried to take his wallet and cellphone. They attacked him when he refused to give up the items.

Marquies Humphrey, 16, was arrested in July and charged as an adult with first-degree battery and aggravated robbery in that shooting. The case is ongoing.
