Parolee in drug case surrenders

A man believed to be involved in the hit-and-run slaying of a 22-year-old Traskwood woman earlier this month surrendered to the Pulaski County sheriff's office Monday afternoon.

On Sunday, the Pulaski County District Court issued a warrant for the arrest of Marvin Kentral Collins, 33, of 2818 S. Madison St. in Little Rock. The warrant was in connection with delivery of a controlled substance and parole violation, although investigators also suspect Collins was a passenger in the Chevrolet Tahoe, driven by Deonte Jones, 18, that struck and then ran over Heather Cater on Sept. 3, according to a release from the department.

Sheriff's office spokesman Lt. Carl Minden said Collins was not being charged as an accessory in Cater's death as of Monday afternoon, although the drug charge is in connection with activity that immediately preceded the hit-and-run.

Sunday's warrant is the most recent charge in Collins' legal history, dating back to robbery and drug arrests in 1998 when Collins was a teenager, according to Pulaski County Court records.

In May 1999, Collins entered a negotiated plea of guilty to three counts of robbery, stemming from an October 1998 arrest, and several charges related to the manufacture, possession and delivery of methamphetamine and prescription drugs, stemming from a June 1998 arrest when Collins was 17 years old.

In February 2010, Collins was arrested on five charges related to illegal drug possession and fleeing. Collins pleaded innocent, and the state declined to prosecute him on the charges. He was arrested again in November 2010 and charged with drug possession, weapons violations and tampering with physical evidence. Again Collins pleaded innocent, and again the prosecution declined to pursue the charges.

Minden said Collins had been booked into the Pulaski County jail at least a dozen times in the past several years, typically for parole violations. He was being held in the facility Monday awaiting trial.
