Special-education shift labels state as 'needs assistance'

The U.S. Education Department is paying more attention to whether special-education students achieve academically, Education Secretary Arne Duncan said Tuesday. The change in standards placed Arkansas and 35 other states and territories in the department's "needs assistance" category.
