Rogers Aldermen Approve Contract For Bike Park Construction

ROGERS -- Aldermen approved two contracts Tuesday to build the bike park as part of Lake Atalanta improvement. Construction is to begin within 45 days, city officials said.

Progressive Bike Ramps was awarded a $180,514 contract to design the park's ramps. Progressive Trail Design was awarded a $331,235 contract for construction of the ramps and the trails in the park, said David Hook, city facilities development manager.

Rogers’ City Council met Tuesday and approved:

• An $18,484 contract with D-Tech International to buy and install a self-service pickup kiosk for the Rogers Public Library.

• A $43,400 contract with NEC to repair drainage issues on a portion of West Drive.

• A $132,425 contract with Architectural Graphics for 15 signs for the gateway roads, Pleasant Grove Road, New Hope Road, Hudson Road, Walnut Street, Arkansas 12 and Second Street leading to Rogers.

• A contract with Traffic and Lighting Systems to install a traffic signal at the intersection of Oak and South 22nd streets.

• A $65,000 contract with Smoracy to furnish and install a replacement cutter head for the street department.

• An amendment to the sign ordinance allowing multitenant signs to remain in place and individual panels to be changed until Dec. 31, 2016. Beginning Jan. 1, 2017, the signs much come into compliance with the ordinance.

• The final plat of 16.78 acre West Landing subdivision near 45th Street.

"We hope to have the bike park completed by the end of the year. As always weather will play a part in the construction. If the weather is mostly good during the construction period, Progressive Trails should be finished by the end of the year. Bad weather would, of course ,delay construction," Hook said.

Aldermen also awarded a $535,000 contract to EDG to design Lake Atlanta trails and other amenities.

"We know what we want in the way of trails and amenities," said Steve Glass, planning and transportation director.

"EDG will design the exact route of the concrete trail around Lake Atalanta and where we locate the playground equipment, picnic tables, boardwalk, boat/bait shop and shelters we have planned for the area around the lake," Glass said.

Plans for the improvements are due by Dec. 31, he said.

A measure allowing the city buy things through Purchasing Alliances was also approved by aldermen.

"By using this system we should be able to save city taxpayers some money," said Ben Lipscomb, city attorney.

The agreement allows the city to purchase goods and services from national and regional businesses.

"It's like purchasing goods and services from the Arkansas State Bid system. The difference is the alliances has a much bigger pool of bidders. Rather than four or five bidders on a project we could get 10 to 15 bids that have already been vetted by the National Purchasing Alliances. It should give the city the opportunity to save taxpayer money," Lipscomb said.

"I don't see any downside to the alliance system. If its going to save taxpayers some money I think everyone would agree it's a good idea," said Gary Townzen, alderman.
