Kelsey Rogers, 25, of 12952 Hickory Creek Road in Lowell was arrested Monday in connection with violating parole or a suspended sentence, resisting arrest and hindering apprehension or prosecution. Rogers was being held Monday in the Washington County Detention Center on $5,455 bond.
