Rogers Planning Commissioners Approve New Phase For Shadow Valley Subdivision

ROGERS -- Planning commissioners approved rezoning 15 acres west of Shadow Valley Road on Tuesday for Phase 8 of the Shadow Valley subdivision.

The site was rezoned from agricultural and planned unit development to neighborhood residential.

Rogers planning commissioners met Tuesday and approved:

• A request from Chris Groves to rezone 2851 S. 11th Place from neighborhood residential to residential office.

• A permit for Isau Lazo for vehicle sales and service for a tire shop at 2501 N. Fourth St.

• Plans for the House of God to build a 1,372-square-foot building at 212 N. First St.

• Plans for Benton County Surgical for a 2,329-square-foot expansion at 1001 Horsebarn Road.

The site plan calls for 76 homes to be built in Phase 8, said Daniel Ellis, an engineer with Crafton Tull, who is handling the project for Reaves Enterprises.

The rezoning is the first step in Phase 8 development. A preliminary and final plat will have to be approved before Reaves Enterprises can get permits to begin construction, city officials said.

"Developers aren't building spec houses anymore, so there has to be a demand for new homes in Rogers," Ellis said.

The rezoning also has to be approved by the City Council. The next meeting of the council is scheduled for Jan. 13.

Sandy Heathman, spec coordinator for the city Building Inspection Department, said applications for single-family housing permits have increased the past couple of years.

"During the recession we didn't have one request for a single-family subdivision for nearly a year. That's changed. This summer we issued 40 to 50 building permits a month for single-family homes. It's slowed down to about 14 to 15 this month. Construction slows down in the winter months and picks up again in the spring," Heathman said.
