Bentonville Receives Award For Budget

BENTONVILLE -- Mayor Bob McCaslin recognized Denise Land, finance director, for helping the city obtain the Government Finance Officers Association of the United States and Canada's Distinguished Budget Presentation Award.

McCaslin recognized Land at the beginning of the City Council meeting Tuesday evening. The award was for the fiscal 2013.

The Government Finance Officers Association is a nonprofit association serving about 18,000 government finance professionals throughout North America. The awards program is the only national awards program in governmental budgeting, according to a news release.

The city had to meet guidelines to receive the award. The guidelines are designed to assess how well the budget serves as a policy document, a financial plan, an operations guide and a communications device, according to the release.

The budget had to receive a "proficient" rating in those categories as well as the 14 criteria within each category.

"Award recipients have pioneered efforts to improve the quality of budgeting and provide an excellent example for other governments throughout North America," the release states.

Land was acknowledged with a Certificate of Recognition for Budget Presentation. The certificate is presented to the person or department "primarily responsible for its having achieved the award," according to the release.

"She does a fantastic job," McCaslin said. "Denise, I thank you again for being recognized for an outstanding budget and for your excellent management of our finances."

"Our department has worked really hard," Land told the council. "It's not me, it's everybody."

"It's too bad there's not two of her so one of them can go work in D.C.," said Mary Baggett, Ward 1 alderwoman.
