Fire Code Ordinance Up For Discussion In Bella Vista

BELLA VISTA -- The City Council will read for the second time an ordinance adopting the updated Arkansas Fire Prevention Code at its meeting at 6:30 p.m. Monday at Highlands Crossing Center.

Council members agreed to take some words out of the document after a dispute over portions came up.

The council discussed omitting more restrictive regulations on sprinkler systems at a work session Aug. 18. Alderwoman Becky Morgan expressed concern for builders and the expense of retrofitting older structures with sprinkler systems when attempts to add on to those buildings are made.

State code calls for buildings larger than 12,000 square feet, hold more than 300 people at a time or have an exit below the fire floor to have sprinkler systems.

In the wording that will be removed from the ordinance, "the city wanted to make sure they (the builder) put sprinkling through the thing" including the existing structure and new construction, said Jason Kelley, staff attorney.

After reviewing the code with department heads, they realized the additional wording was more confusing, Kelley said.

"When it comes time to review a plan or design, I wouldn't be surprised if we try to get some guidance from the state fire marshal's office," Kelley said.

The council also will discuss the section of the code that deals with house numbering.

Other ordinances up for second readings are establishing a drug-free work place and adopting zoning code amendments relate to notification of a rezoning.

Aldermen also will address Bella Vista Public Library late fees, extending a lease with Cooper Communities for the the Street Department and permit fees.
