Culver said he's lived in Springdale since he was in first grade and has a lot of pride in the city. He also owned a laundry and dry-cleaning business in the city for 33 years.

One of his priorities, if he wins, is to help promote better code enforcement for visual aesthetics he said. The first look someone has of the city is their first impression, he said.

"When people come to our city, it needs to look nice," he said.

Culver said he would make it a priority to listen to what his constituents want for Springdale.

"I think I can help the city," he said. "I think I bring a lot to the council."

Culver said he served on the board for Rodeo of the Ozarks for 15 years, and is executive director. He said he learned good teamwork skills.

Fadil Bayarri said he's known Culver for more than eight years and worked with him on the rodeo's board. He said Culver is organized, hardworking and responsible with money.

"He loves Springdale," he said. "He has a passion for doing the right thing."

Steve Smith, a Springdale resident, said he has known Culver 20 years. They also worked together on the rodeo board.

Smith said Culver's experience with the rodeo would help him as an alderman. Culver is good at compromising, articulating his position on issues, and he always came to meetings prepared. He's also level headed, Smith said.

"Rodeo board and City Council are a lot alike," he said.

Whether on the rodeo board or the council, officials have to accept and work with the outcome of a vote, Smith said. Culver is good at accepting the outcome of votes, even if it isn't what he wanted.

"I think Rick has some good experience on the rodeo board," he said.

Culver said this is the third time he has run for council. He has run twice for council, both times unsuccessfully.

Ward 3 encompasses southwest Springdale. Most of the area is south of Sunset Avenue and west of Thompson Street.

The election is Nov. 4.
