• "Inmates of the state penitentiary are not the only ones who enjoy books and magazines," said one of the prisoners at the Pulaski county jail yesterday. "It gets mighty monotonous here when a man has to stick it out for two or three months, and unless he has some friends to keep him supplied with fresh literature, the books we have soon lose their novelty." There are several prisoners in the jail who have been there for more than a month. Any residents of Little Rock who desire may leave magazines at the jail.

MENA -- Archie Cude today said he didn't think the smallpox vaccinations of his three children Friday had "taken," and added that Sheriff Bruce Scoggin told him today they would be repeated if necessary. Scoggin said later he had talked with the Cudes today, but said the validity of the vaccinations would have to be checked by a physician. He said he had not checked the vaccinations. Scoggin said he planned to bring the children from the farm to have a doctor check the results of the inoculations, but did not know if it would be today.

PINE BLUFF -- The use of inmates as targets for attack dog training and other conditions at Cummins prison violate the constitutional rights of inmates, according to a U.S. Department of Justice investigation. The Justice Department detailed inadequacies it discovered in fire safety; medical and health care; sanitation and hygiene; and supervision staffing and security. The report is the product of an investigation that began in September 1985. It was submitted to Gov. Bill Clinton, Attorney General Steve Clark, U.S. Attorney Charles Banks and the Correction Department. It was compiled after tours of the prison by Justice Department experts who interviewed inmates, administrators and staff.

PINE BLUFF -- Sensing that his proposed amendment to the city's noise ordinance wouldn't pass, Pine Bluff Alderman Jackie Kirby on Monday postponed his proposal just moments before the City Council cast a vote. Kirby had sponsored an amendment that would exempt car audio shops from 9 a.m. to 7 p.m., Monday through Saturday, and create a "jam zone" in the softball parking lot at Jefferson County-Pine Bluff Regional Park on Tuesdays and Sundays from 8 to 10 p.m. Kirby withdrew the proposed amendment under the advice of Alderman Jack Foster.
